The main solar rebate Victoria offers eligible homeowners is up to $1,400 through Solar Homes, checked on 12 October 2026. It is calculated after other discounts, including federal small-scale technology certificates (STCs). An optional matching interest-free loan reduces the upfront payment further, but must be repaid; eligibility approval must come before installation.

At a glance

  • Victoria's solar panel rebate covers up to 50% of the cost after other discounts, capped at $1,400.
  • Eligible Victorian applicants can opt for a matching loan of up to $1,400, repayable over 4 years, rather than another rebate.
  • Victorian owner-occupier eligibility includes property value under $3 million and property rebate history; the income-boundary caveat is explained below.
  • Victoria requires approval before installation, followed by completion within 120 days for existing homes or 270 days for homes under construction.

These figures come from the current Solar Victoria programme page. This guide focuses on owner-occupiers; rental properties and shared apartment projects require their own eligibility checks.

How does the solar rebate Victoria offers work?

Solar Homes reduces an eligible installation's invoice, rather than paying you a cash reward after you buy panels.

Solar Victoria pays the approved rebate directly to your retailer, which deducts it from the invoice. The programme page says more rebates are released each month; that is not a reservation for your household, so wait for your own approval before arranging installation.

Start by separating the figures on the quote. The equipment and installation price, federal STC deduction, Victorian rebate and optional loan are different items, even if an advertisement rolls them into one prominent upfront payment.

A low upfront payment can include money borrowed. Compare the amount payable without borrowing as well as the amount due immediately if you use the loan; our solar rebates guide provides the wider context.

Who is eligible for the Victorian solar panel rebate?

Eligibility depends on both the owners and the property, not simply being a Victorian electricity customer.

Solar Victoria's owner-occupier criteria include owning and occupying an existing home, or owning a home under construction; combined household taxable income of all owners less than $150,000 a year; and property value under $3 million, including when construction finishes.

Income boundary to check: Service Victoria's application page instead says $150,000 or less. The official pages disagree at exactly $150,000: if that is your relevant household income, confirm eligibility with Solar Victoria before relying on the rebate or committing to installation. We cannot resolve that boundary from the published wording.

The property address must not previously have received a solar panel or solar battery rebate under the programme, and must not have had a solar panel system installed in the last 10 years. Solar Victoria says an older system may qualify for replacement or expansion; age alone does not establish eligibility.

If you received assistance and have moved house, you can apply at the new owner-occupied address if that property has not received the relevant rebates and the other criteria are met. Use an authorised retailer and eligible products, and check the full criteria rather than treating this summary as approval.

Solar Victoria also lists a special income-cap exemption for households affected by Solstice Energy's compressed natural gas network closure. Affected households should check that specific pathway directly rather than assume the general income test applies unchanged.

Can you stack Solar Homes with federal STCs and a loan?

Yes, eligible solar panel purchases can combine the federal STC discount with the Victorian rebate, with the state calculation applied after other discounts.

The Clean Energy Regulator's rooftop solar guidance explains that assigning your right to create STCs to an agent can provide an upfront discount. The regulator does not set the certificate price agents offer, so there is no single federal cash amount to assume for every quote.

Solar Victoria requires the loan choice during the rebate application. Repayments run monthly over 4 years and begin 30 days after installation approval; check the actual repayment schedule before opting in.

Do not confuse that PV loan with the old battery loan. Service Victoria says the solar battery loans programme is closed; a quote should not rely on that closed programme. This is not a statement that all battery assistance has ended.

What would an illustrative Melbourne household pay?

The rebate and loan reduce different things: one reduces purchase cost, while the other postpones payment of part of that cost.

Consider a hypothetical Melbourne owner-occupier household, not a real customer, with combined taxable income of $100,000 and a home valued at $900,000. Assume the property meets all history requirements, the proposed system qualifies and Solar Victoria approves the application.

For the arithmetic only, assume the fully installed quote is $5,600 after federal STCs and all other discounts. This is a chosen calculation input, not an observed market price, price range or advertised offer.

  1. Calculate half the eligible cost: $5,600 × 50% = $2,800.
  2. Apply the Victorian cap: min($2,800, $1,400) = $1,400 rebate.
  3. Cost after the rebate: $5,600 − $1,400 = $4,200.
  4. If approved for a matching $1,400 loan, the upfront balance becomes $4,200 − $1,400 = $2,800.

The household still owes $1,400 through the loan. Its upfront payment plus loan principal remains $2,800 + $1,400 = $4,200; it has not received another $1,400 discount.

This example follows Solar Victoria's after-discounts calculation. Do not subtract the federal discount again when the starting quote already includes it, and ask the retailer to identify any work excluded from the quoted total.

When should you apply, and what changes next year?

Apply and receive approval before installation; separately check which installation year the federal STC calculation assumes.

Solar Victoria's process starts with an authorised retailer's written quote and its upload to the portal. The retailer must obtain network pre-approval and explain export constraints before uploading the quote; then you provide eligibility documents and wait for confirmation and your QR code.

Solar Victoria recommends not accepting a quote in writing or paying a deposit before eligibility is confirmed. If you do pay a deposit, its guidance says to make sure it is fully refundable; retain the written terms rather than relying on a verbal assurance.

After approval, keep the installation deadline visible and give the installer the QR code to scan onsite before work starts. A signed sales contract is not a substitute for programme approval.

For federal solar support, the CER's deeming table lists 5 years for installation in 2026 and 4 years in 2027. Deeming estimates future generation for certificate calculations; fewer certificates do not establish an exact dollar reduction in a retailer's discount.

Ask what happens if installation crosses into the next year. Do not let that question replace checking eligibility, design quality and contract scope.

What should you check on your Victorian solar quote?

Get an itemised proposal showing which incentives are assumed, which are approved and which amounts remain repayable.

  1. Price sequence: gross installed price, other discounts, STC deduction, state rebate and final balance, without double counting.
  2. Loan presentation: a separate borrowed amount and repayment schedule, not a larger claimed rebate.
  3. Eligibility evidence: owners' income, property value, earlier systems and rebate history; flag the exact-income boundary if relevant.
  4. Installation process: authorised retailer, eligible products, network pre-approval, export constraints and programme approval before work.
  5. Scope and timing: equipment models, installation inclusions, exclusions, deposit terms and the consequences of a delayed installation.

Give each retailer the same brief. Our system-sizing guide helps frame the design discussion, while the three-quote comparison checklist helps you compare proposals consistently rather than choosing the smallest upfront number.

Frequently asked questions

Who is eligible for solar rebates?

For Victoria's owner-occupier rebate, the owners, property and installation must meet Solar Victoria's criteria, including income, property value and rebate history. Authorised retailers and eligible products are required. Read the income-boundary caveat above if household taxable income is exactly $150,000, and obtain approval before installation.

Are solar rebates reducing in 2026?

Federal rooftop-solar STC entitlements reduce through the annual deeming schedule: the CER lists five years for 2026 installations and four for 2027. That is distinct from Victoria's state rebate. Fewer certificates do not guarantee a particular dollar change, because the certificate price offered also matters.

Is it worth getting solar panels in Victoria?

A rebate alone cannot decide whether a particular quote is worthwhile. Solar Victoria recommends choosing a system for your energy needs and understanding network export constraints. Ask for the installed cost after incentives and a savings estimate based on your usage, then compare the assumptions rather than accepting a guaranteed payback.

What is the amount of the $7,000 solar rebate in Victoria, Australia?

Do not assume that phrase describes the Solar Homes panel rebate. Solar Victoria specifies up to $1,400, calculated after other discounts, plus an optional matching loan that must be repaid. If an advertisement quotes $7,000, ask for every incentive, its eligibility conditions and any borrowing to be itemised separately.
